		<description>I think you&#039;re being far too kind to Beijing in simply saying their reaction was &quot;hasty and slightly hysterical&quot;.  Their reaction is also illogical and contradictory.

Under the Basic Law, the Standing Committee of the National People&#039;s Congress of China (NPCSC) has the final interpretation of the Basic Law.  If Beijing wanted to, it could just order the NPCSC to declare the &quot;referendum&quot; illegal under the Basic Law and the &quot;referendum&quot; would not be held at all.  That Beijing hasn&#039;t done so is an indication that they themselves don&#039;t believe the &quot;referendum&quot; violates the Basic Law either.  It&#039;s all for show to scare people from voting.</description>
