Have you ever wondered why HK has 3 bus operators (belching fumes from their huge pre-Euro III engines as they idle emptily in Central), when for many years we managed very well with just two bus comanies?  Maria Tam just happened to be Secretary for Transport when Citybus won their franchise. The fact that she was a Director of Citybus&#039;s parent company had nothing to do with this, she insisted, when nitpickers pointed this out.  She also had several taxi-franchises, but to avoid conflicts, under pressure, she gave them to her brother - clearly an arm&#039;s-length transaction...</description>
